These networks are expanding rapidly and have a significant impact on all social, cultural, economic, ecological and political dimensions of the individual and society. Meanwhile, one of the questions that has occupied many researchers is how users encounter virtual social networks. A review of the studies shows that the most of researches have dealt with this issue with a one-dimensional, descriptive and statistical perspective and have avoided using a futuristic approach. Therefore, the purpose of this article is to investigate the mechanism of exposure of individuals and the strategy of government organizations towards virtual social networks with a systematic and futuristic approach. This research has been done by using the documentary study method and the panel of experts. The statistical population of this study consisted of 14 media experts, and after conducting in-depth interviews with them, eight uncertainties were identified and among these eight categories, three categories were identified as the most important uncertainties. Finally, four scenarios were outlined for policy in the field of virtual social networks. شبکه­‌های اجتماعی، نسل جدیدی از پایگاه­‌های اینترنتی هستند که این روز­ها در کانون توجه کاربران شبکه‌های جهانی اینترنت قرار گرفته‌اند. این شبکه­ ها به سرعت در حال گسترش ­اند و بر همه ابعاد اجتماعی، فرهنگی، اقتصادی، بوم­‌شناختی و سیاسی فرد و جامعه تأثیر بسزایی دارند. در این میان، یکی از سؤالاتی که محققان بسیاری را به خود مشغول داشته است، نحوه مواجهه کاربران با شبکه­‌های اجتماعی مجازی است. مروری بر مطالعات انجام‌شده نشان می­ دهد اغلب پژوهش‌­های انجام‌شده با دیدگاهی یک‌بعدی، توصیفی و آماری به این موضوع پرداخته­‌اند و از به‌کارگیری رویکردی آینده­‌پژوهانه بازمانده ­اند. بنابراین، هدف مقاله حاضر، بررسی مکانیزم­ مواجهه افراد، نهادهای مدنی و سازمان­ های دولتی در قبال شبکه­ های اجتماعی مجازی با رویکردی آینده‌پژوهانه است. این پژوهش، با به‌کارگیری روش مطالعه اسنادی و پانل خبرگان انجام شده است. جامعه آماری پژوهش، متشکل از 14 نفر از خبرگان عرصه رسانه بود، که پس از انجام مصاحبه عمیق با آن­ ها، هشت عدم قطعیت شناسایی شد، و از بین این هشت مقوله، سه مقوله به عنوان مهم­ترین عدم­ قطعیت­ ها شناسایی شد. در نهایت نیز چهار سناریو در جهت سیاستگذاری در زمینه شبکه­ های اجتماعی مجازی ترسیم شد. https://journal.tolouemehr.ac.ir/article_139388_221fc64c06b4a21230306138ee56aeeb.pdf
