Abstract
Human resource management is tied to the efficiency, effectiveness and productivity of any organization. Efficiency and Elites are considered as the most important capital of any government, because they bring many advantages for the country and will improve its position in the international communities. The elites often do not reach the position they deserve, so this opportunity is not created to bring advantage for the country. The elites in the field of public administration also often do not reach senior management positions for special reasons. Considering the importance of employing elites in the administration of the country and identifying the factors that cause the rejection of elites, in this research with qualitative research strategy and by Grounded Theory Approach, the factors affecting the rejection of elites in the public sector were identified, using the method of determinating the group of experts and interviewing with 15 of them. This research is fundamental in terms of purpose, and in terms of method is a kind of qualitative research and was conducted using Glaserian approach and data coding in the three stages of open coding, Selective coding and axial coding. In the process, 719 codes, 102 open codes, 29 axial codes, 4 selected codes, 2 basic categories to the emergence of the final research model. The research findings include a model for identifying the factors affecting the rejection of elites in the public sector with two basic categories (elite rejection System and elite rejection Comments) and four components (Structural factors , Management factors, Attitudinal factors, Human Factors( that were named as the factors of rejecting elites in the public sector. Also in the final model, the causes of occurrence, underlying factors, interfering factors, strategies and consequences of elite exclusion in the public sector were identified
