Abstract
Social networks are a new generation of sites that are in the spotlight of global Internet networks users these days. These networks are expanding rapidly and have a significant impact on all social, cultural, economic, ecological and political dimensions of the individual and society. Meanwhile, one of the questions that has occupied many researchers is how users encounter virtual social networks. A review of the studies shows that the most of researches have dealt with this issue with a one-dimensional, descriptive and statistical perspective and have avoided using a futuristic approach. Therefore, the purpose of this article is to investigate the mechanism of exposure of individuals and the strategy of government organizations towards virtual social networks with a systematic and futuristic approach. This research has been done by using the documentary study method and the panel of experts. The statistical population of this study consisted of 14 media experts, and after conducting in-depth interviews with them, eight uncertainties were identified and among these eight categories, three categories were identified as the most important uncertainties. Finally, four scenarios were outlined for policy in the field of virtual social networks.
