Adaptable Organizational Culture in the Effective Management of Strategic Human Resources of Iran's Executive Apparatus

Abstract
Culture is one of the most important issues for all managers of public sector organizations and there is a general disagreement about the characteristics of organizations, their distinction in terms of specific goals and missions and their different cultures. The purpose of this study is to adapt strategic human resource management based on adaptive organizational culture in order to improve the effectiveness of organizational performance. The present study has been done in terms of applied purpose and qualitative method. The research tool was interview. The statistical population was university experts with specialization in human resource management and policy experts in the field of human resource management in the Iranian administrative system. Purposefully selected. Content analysis technique was used to analyze the data. Findings showed that contrary to the legal materials in the public sector in the implementation of contracting strategy in the organizational culture, adaptable to the indicators of change in the organization, customer orientation and organizational learning, a more appropriate legal framework should be developed and approved to be effective in this type of culture. Finally, organizational effectiveness was achieved.
