One of the most important concepts in futures Studies is imaging for the future, among these, drawing perspectives that express the normative aspect of the future and, in fact, the desired future of a society, has a special place. The statement of the second step of the Islamic Revolution, which was issued by the leader of the Islamic Revolution of Iran on the occasion of the 40th anniversary of the victory of the revolution on 22 Bahman 1397, and in it explains the continuation of the path of the revolution and explains the achievements of the past 40 years and depicts a favorable future for the Islamic Republic of Iran. Based on this, the current research seeks to answer the main question, whether the statement of the second step of the Islamic revolution is introduced as a vision document in futures studies? In order to answer this question, the current research with the participation of a number of experts in the field of futurism and policy making, while counting the features of the vision documents and the statement of the second step and matching these two sets of data with each other, has come to the conclusion that the statement of the second step is not only a futuristic document but also It is considered as a vision document in futures studies
