Today, innovation is mentioned as the axis of organizations' achievements in the 21st century. Small and large organizations have re-evaluated their products, services and operations to create a culture of innovation. Urban service organizations and especially the water and sewage company have a more serious need for innovation due to facing new issues in water supply and sewage management. The standard implementation of the innovation management system facilitates and accelerates the process of creating ideas until the realization of products and services and leads to the effectiveness and capability of the country's public administration system. The main issue of this research is to investigate the readiness of the water and sewage company of Qom province to establish the innovation management standard. This research is practical in terms of purpose and mixed (qualitative and quantitative) in terms of implementation. At first, the questionnaire contained in the standard text of innovation management (36 factors) was localized and then it was given to the experts as a structured interview. The results were analyzed with descriptive statistics. As a result of this research, 7 steps out of 16 preparation steps for the establishment of innovation management system have been completed in the water and sewage company of Qom province, and currently this company is in step 8 (promoting the culture of cultivating innovation), is located.
